Kelly Mensah CPC Liaison
21:23
Are the slides still not advancing?
Matthew Cross-Guillen
21:40
now the are. thanks
Kelly Mensah CPC Liaison
21:40
She is more or less just saying what is on the slides
Deirdre Ewing
21:56
You've caught up, though it's in presenter mode rather than presentation mode.
Deirdre Ewing
23:08
You've got it, Kelly. Thanks!

Do those states which have enacted anti-camping laws have the same problems with the ACLLU that we do? How do we fix that?
Matthew Cross-Guillen
35:49
If we are talking about people without homes, shall we include landlords? Are there rules about increasing rent?
Peggy Neff
37:17
How can we put a cap on speculative housing for investors and find ways to supplement housing needs for our community.
Rona Hammetter
37:33
I appreciate her information—need to hear all people’s input. We have many problems in Albuquerque/NM and all opinions need to be heard and we need to appreciate people who have the courage to present their concerns.
Matthew Cross-Guillen
37:50
landlords are allowed to evict women if domestic violence is an issue.
Peggy Neff
39:13
How can we get an APD/Unsheltered locker system? So that when folks are picked up you can check their 'stuff' somewhere.
Gary Hoe
41:45
During COVID, landlords could not evict renters solely for unpaid rent. The Federal relief bills that provided free rent assistance had a major flaw: they gave the money to the renter, not the landlord, and the renters often decided to use the money for other things, and still the landlords did not receive rent payments and still could not evict. (Gary)
Matthew Cross-Guillen
42:50
true. aren't those restrictions over?
Peggy Neff
43:37
Numbers were allowed to reach 600 during the last administration.
Logie Mathis
45:39
in speaking to several officers in the NE area on graveyard shift they informed me they had 5 officers working, I believe on a 12 hour shift and they take calls by priority. They don't have or resources to handle low priority calls. and with the mandate (use of force) it's difficult to do your job.

Read this overview about how Safe Outdoor Spaces are not the solution: https://www.cabq.gov/council/find-your-councilor/district-5/councilor-lewis-memo-on-city-sanctioned-tent-encampments-or-201cliving-lots201d-or-201csafe-outdoor-spaces201d

Wrong tool for this city!
Deirdre Ewing
49:14
People have a constitutional right to travel throughout the country at will. That right is not subject to means testing.
Gary Hoe

One big problem with the rules at Westside and Gateway is that the homeless cannot take their loaded grocery carts nor their pets - so they turn it down. (Gary)
Peggy Neff
50:18
Abused women in tents across from Menaul High School, with no food system in sight, and a truck stop just under the under pass = BAD IDEA
Peggy Neff
50:49
Solution is a comprehensive plan
Logie Mathis
52:15
you can put them in jail but you have to house them and pay for them. three meals a day and medical
Peggy Neff
52:42
That would be less than the millions that are going to be lost at 1250 Menaul
Chyraelle Braddock
52:50
what needs to be done is voting on changing laws that can limit how many homeless can relocate to NM. between immigrants and homeless the laws need to divide this amongst 50 states.
Peggy Neff
52:51
And, it would maybe help them
Peggy Neff
53:41
The Gap Analysis has solutions in it - Safe Outdoor Spaces are not part of this.
Peggy Neff
53:59
Right.
Chyraelle Braddock
54:36
create laws on how to control homeless ..
Peggy Neff
56:23
A new APD/unsheltered locker system needs to be created before winter!
Peggy Neff
58:35
Tuesday at the round house there will be a judge from Miami speaking to about the benefits of establishing a Mental Health Diversion program. Support the creation of a bill for this for NM.
Logie Mathis
59:20
Because there are rules when you go into a program and many are not equipped at this time to follow rules that is a part of the reason many are on the street. The longer you are on the street you lose part of your humanity in order to survive.
Peggy Neff
01:00:36
Ask him if the Mayor can assist in identifying a warehouse
Peggy Neff
01:03:17
Its crazy - Safe Outdoor Spaces are a theoretical plan! Yet our city passed them as permissive across the city. This should never have happened.
Logie Mathis
01:11:55
the homeless live under the bridge outside the golf course and along the fence
Peggy Neff
01:12:17
EXPAND THE WEST SIDE SHELTER AND MAKE CAMPING IN THE CITY ILLEGAL
Peggy Neff
01:13:07
Because you have given them the idea that camping in the city is cool
Logie Mathis
01:13:36
The homeless need to be in the areas where they can make a living
Peggy Neff
01:13:51
Not until they get off drugs
Gary Hoe
01:14:49
I say again - both the Gateway and the Westside AND the free rides to get there will not allow the grocery carts and the pets to come with them. (Gary)

01:16:23
well it looks like we have 4 tiers of american society.
Logie Mathis
01:16:58
it takes approximately 30-90 days for a drug user to get their body off of drugs and approximately a year or two to get their mind off of drugs
Chyraelle Braddock
01:17:28
rich , middle class , poor , and now the homeless tier and we better get used to it and do our best ...there is no easy solution at this time
Gary Hoe
01:17:40
Please ask Mr Nieto what are the plans to deal with carts and pets.
Peggy Neff
01:18:37
This Administration is the biggest enabler.
Chyraelle Braddock
01:19:07
citizens are compassionate. america is built on compassion.
Chyraelle Braddock
01:19:22
we now need compassion for the working class
Peggy Neff
01:19:27
The Westside Shelter doesn't demand that they are clean, just they cannot use when checking in for sleeping.
Peggy Neff
01:20:02
Compassion would use the old warehouse on the edge of Central to help house, not tent camps.
Peggy Neff
01:21:33
The decision from the LUHO regarding the appeal of the first SOS (1250 Menaul) is due this week.
Peggy Neff
01:23:44
There is still also the amendment to the IDO striking all references to Safe Outdoor Spaces that is working its way through to City Council. Call your Councilor and support this amendment. No camping in the city. There was extensive public comment on this at the EPC and they agreed to remove this hypothetical tool from the City. Now its up to us to get it passed and restrain this absurd approach to compassion.
Peggy Neff
01:25:56
Also, on fourth of the jail was under water last year and it was never renovated.
Chyraelle Braddock
01:26:17
ive seen in costco homeless going in getting a basket and snacking the free samples later ditch the basket. they must have a card for 35.00 to get in but oftentimes at the door they dont check for correct cards. my own experience accidentally passing with my debit card...
Peggy Neff
01:29:22
The dude with the dog was not camping was he?
Peggy Neff
01:32:29
A guest at the Sept. Homeless Coordination Council, Ms. Haggerty, from Community Solutions in NYC, noted that a key to getting control of the ever expanding problems of unsheltered populations is to require all agencies working with these populations to run HMIS systems so that data can be accurately assessed and we can be compassionate and smart in our approach. WHY DOES THE CITY NOT INCLUDE THIS IN THE GUIDELINES FOR SHELTERS OR SAFE OUTDOOR SPACES?
Logie Mathis
01:34:51
the only way to solve the problem is with an arrest and mandated extensive counseling, training, a place to live and a job all done under supervision. This realistically will take a year or two and cost a good amount of money.
Peggy Neff
01:35:13
We need a bus route to Westside Shelter
Chyraelle Braddock
01:36:33
arrest to full jails free meals they dont care the streets or jail counseling undesired is a waste of the tax payers and working class money..taxpayers need to be recognized too and not bled to death to service this beyond extremes.
Logie Mathis
01:37:19
good meeting, see you next time
