when APD uses actors , do they take privacy in consideration.? what about privacy in healthcare settings. ?

is APD allowed to take a drunk or drugged individual into custody for medical or mental health help without consent? I sometimes see people who seem they are a danger to themselves and others. example..fighting with them self or screaming at other and making threats or standing in traffic or in front of vehicles that are moving.

do APD officers make mental health diagnosis ?
