Can you add pawn shops into the chop shop bill to control the fencing of stolen items?

How would we change an animal abuse/neglect misdemeanor charge to a felony charge? Animal abuse/neglect usually coincides with domestic violence/child abuse

Just for the record, from their website: ACS is the newest part of the City's public safety response ... they respond to 911 calls for mental health, substance use, and homelessness issues.

There was an issue a few meetings ago regarding use of force investigations and the recommendation was to test a process. Is there an update on this.
